Infill Program

​The Infill Program aims to re​move policy ba​rriers that hinder development in the County’s commercial corridors​​​. By attracting resources and reinvestments, we strive to create livable and walkable neighborhoods that meet the community’s needs. Our focus is on practical implementation to bring the vision for our corridors to life.

​​​​Current and Upcoming Initiatives​

In recent years, the County has renewed focus on the commercial corridors. This began at a Board retreat in September 2023, where an infill developer panel discussed development barriers ​​​and opportunities. Following, the Board directed policy considerations to streamline housing production and accelerate infill development during an April 2024 workshop, confirmed by a Resolution of Intention adopted in June 2024. Shortly after, in August 2024, the Infill Program Update was adopted which identified barriers to infill development and actions to address them, aligning with the Board's earlier directive. 

The following are current and upcoming initiatives of the Infill Program:

  • Commercial Corridor Opportunities/Constraints Analysis. This initiative aims to identify specific development constraints and opportunities within each of the County's commercial corridors. The findings will help establish priorities among the 14 commercial corridors.
  • North Watt Avenue Specific Plan. This initiative aims to boost development interest in the corridor by tackling two major barriers: the regulatory challenges in the current Corridor Plan and undefined gaps in utility capacity and infrastructure.
  • Housing and Infill Zoning Code Amendments. This upcoming initiative will implement the Board’s directives from the Resolution of Intention adopted in June 2024 to streamline housing production and accelerate infill development. Proposed amendments to the Zoning Code include revisions to multifamily and non-residential development and design standards, considerations for “missing middle housing” in single-family residential zones, eliminating use permit requirements for multifamily development, and revisions to the Design Review Program. ​
